台灣民眾黨4/26辦國防論壇 檢視軍購預算與戰力提升籲強化監督

針對近期政府提出高達新台幣1.25兆元的軍購特別預算,引發外界對預算內容、決策過程與實質戰力提升的關注,台灣民眾黨宣布將於4月26日舉辦「從軍購到戰力:國防建軍決策與監督機制檢視」論壇,盼透過公開討論,釐清軍購政策並強化監督機制。

台灣民眾黨表示,支持強化國防,也支持透過軍購提升戰力,但更重要的是,龐大預算支出是否真正轉化為實際戰力,仍須嚴格檢視。黨內指出,從過去慶富獵雷艦弊案,到近年傳出非典型廠商承接軍方標案的情況,已引發社會對軍購制度的疑慮。

民眾黨進一步指出,此次特別預算不僅金額龐大,相關內容說明亦不夠清楚,決策過程難以理解,甚至在國會尚未審議前,美方報價文件(LOA)已出現,種種情況引發社會高度關注,外界質疑是否存在決策透明度不足的問題。

民眾黨強調,軍購不僅是採購裝備,更關係到國家安全與納稅人權益。過去重大軍購案尚有國會監督與公開討論機制,本次是否出現監督不足,值得社會審慎面對。

本次論壇將聚焦三大面向,包括政府如何決定軍購項目、採購裝備是否能有效轉化為戰力,以及如何建立更完善的透明與監督機制。主辦單位表示,希望透過專業對話,讓社會更清楚理解軍購與建軍流程。

Taiwan People’s Party to Hold April 26 Defense Forum, Calls for Stronger Oversight of Military Procurement and Combat Readiness

In response to the government’s recently proposed NT$1.25 trillion special budget for military procurement, which has drawn public attention over its content, decision-making process, and actual impact on combat readiness, the Taiwan People’s Party (TPP) announced it will host a forum titled “From Procurement to Combat Readiness: Reviewing National Defense Decision-Making and Oversight Mechanisms” on April 26. The party aims to clarify defense procurement policies and strengthen oversight through open discussion.

The TPP stated that it supports strengthening national defense and enhancing combat capabilities through military procurement. However, it emphasized that the key issue is whether such massive expenditures are effectively translated into real combat readiness, which must be subject to strict scrutiny. The party noted that past controversies—from the Qingfu minehunter scandal to recent reports of non-traditional contractors winning military bids—have raised serious concerns about the integrity of the procurement system.

The TPP further pointed out that the proposed special budget is not only substantial in size, but also lacks clear explanations, with a decision-making process that is difficult for the public to understand. Notably, a U.S. Letter of Offer and Acceptance (LOA) reportedly appeared even before legislative review had taken place, raising widespread concerns and questions over transparency.

The party stressed that military procurement is not merely about acquiring equipment, but is closely tied to national security and taxpayers’ interests. While previous major procurement cases were subject to legislative oversight and public debate, whether such mechanisms have been weakened in this instance deserves careful examination.

The forum will focus on three key areas: how the government determines procurement priorities, whether purchased equipment can be effectively translated into combat capability, and how to establish stronger transparency and oversight mechanisms. Organizers expressed hope that through professional dialogue, the public can gain a clearer understanding of the full process of military procurement and force development.
